Which comes first, the Chicken or the Egg?   

   Nowadays, North Korea is launching para-ICBM missiles to demonstrate its power, that is, it 
has the ability to attack America with nuclear missiles. In a meantime, America is threatening 
NK  with a warning that it might attack NK in advance. 

  Exchanging what they want to express, they insist that unless the other party stops the hostile  actions, they will not start a talk. Well, two of them must be foolish, I think. Who would 
be willing to stop the action first? If a talk starts first, the hostile actions must be stopped certainly, and then the peaceful atmosphere will be created. 

   How could they insist, “Surrender first, waging the war substantially?”I wonder why they don't try the easy way to solve the problem. The talk is so easy and doesn't cost much money. I would like to suggest them, “Start conversation without any provisos.”
